Manufactured homes include modular and mobile homes. They are typically built in a factory off-site and then delivered and assembled on-site. The Canadian Standards Association (CSA) label provides the specifications the home is built to:
In B.C., the sale, transfer or purchase of a manufactured home is only effective if the transaction is registered. This protects a person's investment in a manufactured home.
The Manufactured Home Registry:
Register a manufactured home
Register a new manufactured home, an existing manufactured home that's never been registered before, or re-register a residentially exempted home.
Step 1: Before you register, make sure the manufactured home meets the requirements of the Manufactured Home Act. If you're not sure if your home meets the requirements or you don’t have the minimum supporting documents listed below, contact the Manufactured Home Registry at 1-877-526-1526.
Step 2: Complete an application for Initial Registration of a Manufactured Home.

Make sure the CSA certification label is attached to the manufactured home at the point of sale.
File the original signed and witnessed copies of the following forms:

Requirements for transfer due to sale or gift:
If the seller has an enduring power of attorney agreement, or a committee order, in place, then the representative may sign the bill of sale on behalf of the registered homeowner. The power of attorney agreement must be retained on file with the bill of sale.
Transfer or change ownership to surviving joint tenant(s)
If a joint tenant passes away, the surviving joint tenant must complete Form 28 - Ownership Transfer or Change and submit it with either the original death certificate or a certified true copy from Vital Statistics and the applicable fee.

Moving a manufactured home
You must have a permit to move a manufactured home, issued by the Manufactured Home Registry. This ensures the location of your manufactured home is registered accordingly.

You will receive a transport permit that expires 30 days after the date of issue. The move of the manufactured home must take place at sometime within 30 days of the permit being issued.
NOTES:
Upon leaving B.C., the manufactured home becomes exempt from the Manufactured Home Act. If the home re-enters B.C., the home must be re-registered under the same Manufactured Home Registration number. See Re-register a manufactured home
A report must be submitted to the Registrar within 3 days if either of the following apply:
(a) The manufactured home is not moved before the transport permit expires, or
(b) The home is permanently moved to a different location than what is specified on the transport permit.
Please register these changes by completing the Register correction form and submitting it to the service provider that issued the transport permit for you or to the Manufactured Home Registry.
If you moved your manufactured home without a permit, complete the Change in Registered Location of a Manufactured Home. Include supporting documents to show that all taxes due at the current registered location have been paid. This may include a letter from the Taxation Authority (Municipality office or Regional District) or a Tax Certificate from Rural Property Tax. The fee of $25.00 is required.
A manufactured home may be subject to restrictions in accordance with the requirements of the Ministry of Transportation and Infrastructure. You are responsible for confirming any such restrictions and you may visit onRouteBC - Home (gov.bc.ca) or contact the Provincial Permit Centre for details.

The manufacturer attaches a CSA label to each manufactured home. The CSA label is a small decal that:
The CSA label is different than the manufacturer’s specification nameplate label that's usually found inside a kitchen cupboard. This label provides the make, model and serial number along with other specifications for the home. CSA and manufacturer labels should never be removed or covered over.
CSA homes must be registered when the intended use is for residential purposes. The home:
According to the Safety Standards Act:
If a CSA certificate label is removed or lost, the home must be re-certified. Technical Safety BC will have a licensed electrical contractor inspect the home’s wiring to make sure it meets safety standards. An electrical approval label is prepared and can be used in lieu of a CSA label to list the manufactured home for sale. Contact Technical Safety BC at 1 866 566-7233 for more information.
Register a residential or non-residential exemption
Non-residential exemptions
Non-residential exemptions are required when a manufactured home is destroyed (e.g. in a fire), dismantled or used for non-residential purposes (e.g. storage or office space).
The registered owner must complete a Non-residential Exemption form and submit it along with and supporting documents:
A verification statement for exemption status changes will be issued upon request. No fee applies.
If the home has been sold with the land and the seller cannot be found to sign the transfer documents, or the registered owner of the home is deceased, contact BC Registries for assistance: 1-877-526-1526 or 250-387-7848.
Residential exemptions are made when a manufactured home is located on private property.
Residential exemptions
Under section 21 of the Manufactured Home Act, the registered owner(s) may request the manufactured home is exempt from all provisions of the Manufactured Home Act except section 32. Residential exemptions may be granted when a manufactured home is located on private property and is deemed or will be permanently attached to the land. The registered homeowner must be a registered land title holder or leaseholder of the land for 3 years or more, to make this declaration. You will require a current dated land title search or proof of registered lease agreement, to accompany this application.
NOTE: You must have consent from any party that holds a security interest registered in the Personal Property Registry under teh Personal Property Security Act.

Re-register a manufactured home
If a residential exemption no longer applies to a manufactured home, the home must be re-registered.

Use BC Registries and Online Services
The new BC Registry application now provides online access to Manufactured Home Search including the combined search functionality to select a lien search on the home (pulled from the Personal Property Registry), for an additional fee. BC Registries maintains a record of the registered owner, location and description for manufactured homes in B.C.
Search for manufactured home records or complete a combined search of a Manufactured Home and any Personal Property Registry liens or encumbrances against that manufactured home.
Searches may be conducted online through a Premium BC Registry account, mailed to BC Registries staff, completed in person at a Service BC location, or submitted through a Qualified Supplier.
