Guidelines for using the ITMC-GSA

As per Procurement Policy 44 (CPPM), the IT/MC-GSA must be used for Information Technology services, Management Consulting services, human resources benefits services, and accounting services unless Legal Services Branch has prepared or advised on an alternative form of agreement.

Guidelines for the use of the IT/MC-GSA for Information Technology services

These are the guidelines for using the IT/MC-GSA for Information Technology Services contracts.

Definition

“Information Technology Services” means any service necessary for the provision of information technology and information management including:

  • Application Development Services for custom applications and custom web-sites, including such services as:
    • business analysis
    • application architecture planning
    • application designers/developers
    • quality assurance testing
    • application management
    • technical writing services for application manuals
    • application software maintenance
  • Information Management and Information Technology Consulting Services by persons specially trained and hence qualified to provide advice and recommend solutions on information management and information technology issues such as:
    • IT business analysts
    • IT security analysts
    • Technology architect

Exceptions

This definition does not necessarily apply in the following circumstances. Ministries must consult with Legal Services Branch, the ministry procurement specialist, or Procurement Services for advice prior to procurement if:

  • the value of the contract is over $250,000
  • large-scale IT and process outsourcing
  • Alternative Service Delivery initiatives
  • software license and maintenance agreements
  • “help desk” services
  • data processing services
  • telecommunications services
  • equipment support services
  • a combination of the acquisition of information technology goods and services

Guidelines for Usage of the IT/MC-GSA for Management Consulting Services

These are the guidelines for using the IT/MC-GSA for management consulting service contracts. If you are planning to have a service provider delivering Management Consulting Services, you may require the IT/MC-GSA.

Definition

“Management Consulting Services” means advisory services contracted for and provided to government organizations by specially trained and qualified persons who assist, in an objective and independent manner, the client organization to identify management problems, analyze such problems, recommend solutions to these problems, and help, when requested, to implement the solutions.

Characteristics

Management Consulting Services are defined by the following characteristics: 

  • A service which advises and assists
  • Subject to a formal contracting arrangement
  • Provided to government organizations
  • Provided by individuals and firms with special training and qualifications
  • Is independent and objective
  • Identifies and analyses management problems
  • Recommends solutions
  • When requested, helps with implementing the solutions

Scope of Services

Management Consulting Services provide some combination of the following services:

  • General management
  • Financial management
  • Strategic planning
  • Information technology management
  • Human resource management
  • Marketing management
  • Operations management, or
  • Government program management

Excluded Services

  • Management consulting does not include services provided by licensed professionals working in their professional capacity including, but not limited to: architects, engineers, doctors, and lawyers
