You must complete and upload the Employment Agency Questionnaire (PDF, 193.5 KB) with your application.
You'll need to provide the following documents and information along with your application:

Employment agencies must be licensed to operate in British Columbia. An employment agency is an organization or person who charges a fee to recruit, or offers to recruit, employees for employers. A licence is not required if an employment agency only recruits employees for one employer.
Use this form to apply for an employment agency licence or to renew an existing licence.

Submit your employment agency application online to reduce processing time. Remember to record your application number.
After you've completed your online application, you'll be instructed on how to pay the non-refundable $100 application fee.
You can pay online using a credit card (Visa, MasterCard or American Express) and reduce processing time. If you choose to pay by phone or with a cheque, you'll need to record your application number.
You can apply by mail, fax or in person using the printable Application for Employment Agency Licence (PDF, 383.1KB).
Your application will be assessed to ensure the employment agency will operate in the best interests of clients and employers.
If you're applying for the first time, a delegate will contact you to schedule an interview by phone or in person.
An employment agency must keep a record of:
Agency records must be kept in English at the employment agency’s principal place of business in B.C. for two years.
If an employment agency has employees, they must also keep payroll and employment records for each employee for four years.
You will be contacted by phone and mail to let you know the reason(s) why.
Applicants who previously had an employment agency licence cancelled may be refused another licence.
