- Protect water values, including: aquatic life, wildlife, drinking water sources, agriculture (livestock watering and irrigation); and recreation
- Inform water quality assessments
- Support resource management decisions
- Provide the basis for water quality objectives
- Report on the state of water quality
- Promote water stewardship
