Publicly Funded In-Vitro Fertilization (IVF) Program

In 2024, the Province announced a new publicly funded in vitro fertilization (IVF) program to expand access to IVF treatment for eligible B.C. residents. Budget 2024 provided $68 million over two years to support access to IVF, beginning in fiscal year 2025/26.

The publicly funded IVF program will provide access to one-time funding, up to $19,000, for eligible B.C. residents, supporting those who require IVF on their active path to parenthood.

Eligibility requirements

B.C. residents who are enrolled in the Medical Services Plan (MSP) and meet all other eligibility criteria may receive one-time funding of up to $19,000 for a single standard cycle of IVF treatment at participating B.C. fertility clinics.  

Applications open on July 2, 2025. 

To be eligible for the publicly funded IVF program, applicants must be:

  • At least 18 years of age
  • 41 years of age or under at time of application, for the applicant undergoing the embryo transfer
  • Enrolled in MSP at the time of application and for the duration of treatment

Eligible services

IVF treatment must be completed at a participating B.C. fertility clinic. More information regarding participating B.C. fertility clinics will be available once details are finalized.

Funding may be applied to:

  • Any part of a standard IVF cycle (including orientation, egg retrieval, sperm retrieval, fertilization, blastocyst culture and single embryo transfer; fresh or frozen)
  • Components of a standard IVF cycle with previously frozen eggs
  • Frozen embryo transfer (FET) using previously frozen embryos
  • Required medications
 

Services not eligible for public funding

  • Non-IVF fertility interventions and investigations not covered by MSP
  • Preimplantation Genetic Testing (PGT-A, PGT-SR, PGT-M)
  • Non-Invasive Prenatal Screening (NIPT)
  • Other IVF service enhancements (for example, Endometrial Receptivity Analysis)
  • Fertility preservation
  • Embryo storage
  • Costs associated with:
    • Buying donor eggs and/or donor sperm
    • Surrogacy costs outside of IVF treatment
  • Retroactive funding or reimbursement of IVF treatment done before July 2, 2025
  • IVF treatment done outside of a participating B.C. fertility clinic

Application process

Applications for funding must be submitted to the Ministry of Health by a participating B.C. fertility specialist.

The program will begin accepting applications on July 2, 2025, for the 2025 program year (July 2, 2025 to March 31, 2026). 

To begin the application process, follow the steps outlined below:

  1. Review the eligibility requirements
  2. Contact your health care provider to discuss your fertility concerns or needs
         You can learn how to choose a healthcare provider, if you do not have one
  3. Request a referral for consultation with an IVF specialist at a participating B.C. fertility clinic
  4. Complete a consultation with a participating B.C. fertility specialist
  5. Complete any recommended diagnostic testing or mandatory treatments as determined by your B.C. fertility specialist
  6. Complete other fertility treatments first, if recommended by your B.C. fertility specialist

Application submission:

  • Your participating B.C. fertility specialist will submit your application to the Ministry of Health on your behalf
    • All intended parent(s) must be listed on the application

Decision process:

  • Applications will be reviewed in the order they are received
  • The Ministry of Health will review the application to confirm program eligibility
  • If you are approved, funding will be provided directly to your fertility clinic who will contact you directly regarding the next steps in your treatment

Frequently asked questions

 

How do I apply to the publicly funded IVF program?

Book an appointment with your health care provider.  They will complete an initial evaluation and any required testing. If fertility treatment is required, they will  refer you to a participating B.C. fertility specialist. The specialist will then apply to the Ministry of Health on your behalf.

 

Which fertility clinics in B.C. are participating in the publicly funded IVF program?

More information regarding participating B.C. fertility clinics will be available once details are finalized.

 

I had my consultation and/or fertility testing at a B.C. fertility clinic prior to July 2, 2025. Will I need an updated consultation to apply to the program?

If you had your consultation and fertility testing at a participating B.C. fertility clinic between March 8, 2024 (announcement), and July 2, 2025, your specialist may apply to the program on your behalf. However, please contact your fertility specialist to discuss whether you require any updated tests or consultation.

 

How much funding am I eligible for?

More information regarding benefit amounts will be available once details are finalized.

 

What if I have coverage for IVF treatment through private insurance? Am I still eligible for the publicly funded IVF program?

Yes. Applicants with private insurance for IVF treatment can combine their coverage with the funding provided through the publicly funded IVF program.

 

Am I required to pursue other fertility treatments before applying to the publicly funded IVF program?

Yes. You are expected to complete any other fertility treatments recommended by your fertility specialist before applying for publicly funded IVF treatment.

 

I previously had tubal ligation. Am I eligible for the publicly funded IVF program?

Yes. History of tubal ligation does not impact eligibility for the publicly funded IVF program.

 

If I previously underwent IVF treatment, am I still eligible for the publicly funded IVF program?

Yes. Previous IVF treatment outside the publicly funded program in B.C. does not impact eligibility for the publicly funded IVF program. However, it is important to work with your fertility specialist on your treatment recommendation.

 

I have existing frozen embryos/eggs/sperm. Can these be used in combination with the public funding?

Yes. Your fertility specialist can help determine the most effective use of any existing genetic material in combination with the public funding.

 

My IVF treatment plan includes known donor eggs and/or known donor sperm. Am I eligible for funding?

Yes. Using known donor eggs and/or known donor sperm does not make you ineligible for funding.

Costs associated with buying donor eggs and/or sperm is not eligible for program funding.

 

My IVF treatment plan includes a gestational surrogate. Am I eligible for funding?

Information on gestational surrogates will be provided once finalized.  

 

What if I turned 42 years of age between April 1, 2025 and July 2, 2025. Am I still eligible for funding?

Yes. For individuals who turned 42 years of age between April 1, 2025, and July 2, 2025, your fertility specialist may apply to the program on your behalf. However, please contact them if you need any updated tests or consultation.
