The PARP Online Evidence Submission System, or POESS, supplemented with Teleconference will be the primary hearing method for all property assessment complaint hearings throughout the Province for 2024.
Property Assessment Review Panels will conduct hearings by teleconference and the parties (complainant and BC Assessment) will upload evidence in advance of the hearing, to the PARP Online Evidence Submission System or POESS. This hearing method allows everyone to participate in the hearing process without the need for travel or expense and ensures the continued safety of all during the current pandemic as well as avoided the need for travel during winter months. You can participate from the comfort and safety of your home or office or anywhere in the world, using a telephone and computer.
If you are unable to upload evidence to the POESS website, the PARP Administration Office and BC Assessment staff can provide assistance by uploading evidence on your behalf. If you are unable to provide evidence to be uploaded, you can still participate by telephone in the hearing. You can also provide your evidence verbally for the Panel to consider.
BC Assessment will provide you with the call-in phone numbers and other information required to participate in the hearing.
You are encouraged to submit your evidence online at any time prior to your hearing and you should not wait until you receive your Notice of Hearing to begin preparations. Evidence can be uploaded to your property file at www.parponlineevidencesubmission.gov.bc.ca using the Assessment Roll Number and Confidential PIN found on your 2024 Assessment Notice sent to you by BC Assessment in January 2024.
Recording of PARP Hearings:
The Property Assessment Review Panel does not record any property assessment hearings it conducts.
If a party wishes to self-record a Property Assessment Review Panel hearing to supplement their notes, a request at the beginning of a Property Assessment Review Panel hearing can be made to the Panel and the permission of the Panel and all parties (the complainant, BC Assessment and the Panel) must be obtained in order for authorization to be granted to allow a recording. If one party does not consent, then permission to record the hearing will not be granted.
If permission to record is granted, the parties and their authorized representatives must not alter, copy, distribute, or publish a recording unless authorized in writing by the PARP Administrator. This includes usage of the recording on social media sites.
The PARP Administrator can be contacted by sending an email to parp@gov.bc.ca.
