Part 3 fuel suppliers can act as agents for other Part 3 fuel suppliers, to aggregate credits for trading on the credit market, by completing a Representation Agreement Form to inform the Ministry of the agreement between the “receiving” Part 3 fuel supplier (Aggregator) and the “transferring” Part3 fuel supplier (Supplier). Suppliers retain all legal responsibilities associated with their compliance with the Act and Regulation.
An Aggregator can have credits from Part 3 fuels suppliers transferred into their TFRS account and therefore must themselves be a Part 3 fuel supplier.
The Aggregator must submit all Electricity Supply Aggregating Reporting Tools by March 31, following each compliance year, to have credits validated and transferred into their account. All documentation must be submitted to lcfs@gov.bc.ca.
Electricity Supply Aggregating Reporting Tools for Compliance Years 2022 and 2023
- Representation Agreement Notification Form (PDF, 120KB): This form is required for each Supplier being represented by the Aggregator to inform the Ministry of the agreement between the Aggregator and the Supplier.
- Individual Supplier Electricity Compliance Report: A Part 3 Fuel Supplier’s compliance report for each Supplier being represented by the Aggregator is required under current legislation. A PDF version with a signature must be submitted. The Compliance Report must be signed by the Supplier. Please select and download from below the excel file relevant to the compliance reporting year for submission:
- Credit Transfer Proposal Form (PDF, 150KB): This form is required for each Supplier being represented by the Aggregator to transfer the credits from the Supplier into the TFRS account of the Aggregator. The Credit Transfer Proposal Form must be signed by both the Aggregator and the Supplier
- Aggregate Summary Report: One summary report, which includes all electricity supply in the individual compliance reports, is required per Aggregator. If more rows are needed in the excel file, Aggregators may request more rows to be added by contacting the Low Carbon Fuels Branch at lcfs@gov.bc.ca. A PDF version with a signature must be submitted. Please select and download from below the excel file relevant to the compliance reporting year for submission.
- Download the Final Supply Equipment (FSE) Identification Form (XLSX, 42KB): Only one FSE Identification Form is required per aggregator. This form will include all FSE that supplied the electricity reported in the Electricity Supply Compliance Report Summary. Under “Part 3 Fuel Supplier”, enter each “Transferring” Part 3 Fuel Supplier’s name, i.e. the name of the supplier providing the electricity through the FSE.
