The BC Road Safety Strategy (BCRSS) Steering Committee is responsible for a cross-government approach to road safety in BC. This includes building a BC Road Safety Strategy and action plan, and working with partners on the Strategy’s goals and priorities.
The Steering Committee is made up of senior leaders from provincial government organizations with a mandate for road safety in BC. This shift in governance was based on feedback from the previous Steering Committee members in 2023.
Current Steering Committee members are:
Shabnem Afzal, Director of Road Safety – Insurance Corporation of British Columbia
Reg Bawa, Assistant Deputy Minister, Integrated Transportation & Infrastructure Services Division – Ministry of Transportation and Infrastructure
Maryna Korchagina, Assistant Deputy Minister, Population and Public Health – Ministry of Health
Amy Miller, Superintendent of Motor Vehicles – Ministry of Public Safety and Solicitor General
Kevin Volk, Assistant Deputy Minister, Policy, Programs & Partnerships Division – Ministry of Transportation and Infrastructure
An Executive Committee of senior management advises the Steering Committee. The Executive Committee organizes working groups to take action on road safety priorities. The Steering Committee and the Executive Committee consult with road safety partners across BC. This helps the committees align road safety priorities with partners’ needs, data, programs and capacity. It also lets partners inform the committees of new issues and information. Once priorities have been set, the Executive Committee forms working groups to take action on those priorities. All work and priorities will align with the Safe Systems approach and Vision Zero, and will be backed by evidence and data. The Executive Committee will also help to build and guide a Road Safety Community of Practice. This will involve road safety partners and organizations from across BC. The committees will share more information on Road Safety Strategy working groups and the Road Safety Community of Practice going forward, including information on how road safety partners can participate.
The Steering Committee will support projects that strive for continuous downward trends in the rate-based number of fatalities and serious injuries. This aligns with Canada’s Road Safety Strategy 2025. The Steering Committee will report progress on its strategic priorities, and overall progress toward Vision Zero over a 10-year span. Overall performance will be measured by annual trends of fatalities and serious injuries per 100,000 population.
