Best practices for interagency cooperation in streamlining radio frequency identification technologies. The guideline explains RFID technologies, industry trends and outlines strategies for achieving interoperability.

When customers of multiple agencies overlap, there are opportunities to increase convenience and overall customer satisfaction while reducing agency operating costs. Successfully integrating RFID requires commitment from management, finance, and operations personnel at all participating agencies. Three ways to implement interoperability:

  1. Physical level (using compatible onboard units and roadside equipment)
  2. Back-office level (sharing information to widen the base of known customers and sharing administrative resources)
  3. Business process level (coordinating policies or rules to reduce overall operations complexity)

The guideline also presents a case study of the Vancouver initiative between TransLink, Transportation Investment Corp., and B.C. Ministry of Transportation & Infrastructure, which worked together to achieve multiple levels of interoperability between Golden Ears Bridge tolling, Port Mann Bridge tolling, and the Weigh2GoBC commercial vehicle program.
