Field services positions

Field services aides (grading/paving)

• Oversees highway construction projects by ensuring contractors provide a quality product
• Inspects work and conducts quality management audits by assessing field changes and conducting quality assurance lab tests (paving)
• Conducts survey for design layout and volumetric determination (grading) using the latest technology, including robotic survey equipment
• Works, lives and travels in various locations throughout the province as a 'mobile' designated worker and receives compensation to offset the cost for working remotely
• Participates in training and ongoing learning
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: civil engineering, geology, earth sciences, geotech, geoscience, materials engineering, mining engineering, structural engineering, highway construction, transportation engineering, or other related fields of study

Engineering services positions

Gravel management technician

• Supports engineering projects and ministry operational gravel needs
• Collects and provides the aggregate resource data for resource management, project panning, construction feasibility, environmental protection and land use applications
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: civil engineering, mineral/resource management, geology, earth sciences, geotech, geoscience, materials engineering, mining engineering, or other related fields of study

Assistant rockwork technician

• Participates in the planning, preparation and administration of contracted rock slope stabilization projects
• Performs quality assurance monitoring of stabilization work in the field
• Coordinates stabilization work with utility and railway companies and maintains and manages rock fall activity information
• This position operates both in an office and field environment. Work is frequently conducted outdoors in all weather conditions. There's a requirement to climb up and down steep slopes and travel to various locations throughout the province
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: civil engineering, geotech, geomatics, geoscience, geology, earth sciences, materials engineering, mining engineering, or other related fields of study

Assistant traffic technician

• Prepares and provides detailed design drawings and contract documents
• Manages general engineering services contracts to ensure adherence to schedules, deadlines and budget restrictions
• Carries out and maintains the traffic count program and prepares traffic models
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: civil engineering or other related fields of study

Assistant design technician

• Participates in various aspects of highway design, including highway design drawings, contract specifications, quantity estimates and project costs
• Prepares preliminary and detailed computerized designs of both rural and urban highways
• Reviews detailed contractor designs at varying stages of completion to ensure accuracy and compliance to standards, provides suggestions on remedial action required
• Diploma or degree in one of the following educational streams: civil engineering or other related fields of study

Assistant bridge construction technician

• Manages bridge construction projects, including inspecting the bridge construction work, surveying, material testing, administering the construction contracts and/or overseeing the construction on day labour projects
• Prepares construction contract documents, cost estimates, progress reports, construction reports and inspection reports
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: civil engineering, structural engineering, structural construction, or other related fields of study

Assistant bridge inspection technician

• Supports the senior bridge inspector by conducting on-site observations, taking measurements, conducting non-destructive tests of components and materials
• Records the condition of bridges and other highway structures and determines the major maintenance and/or renewal work required, within a region and/or throughout the province
• May oversee work to verify the renewal or major maintenance is carried out to the designs, specifications and standards for the contracted work
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: civil engineering, structural engineering, structural construction, or other related fields of study

Assistant structural design technician

• Participates in various aspects of structural design, including design drawings, contract specifications, quantity estimates and project costs
• Prepares conceptual to detailed computerized designs of both rural and urban highways
• Reviews detailed contractor designs at varying stages of completion to ensure accuracy and compliance to standards; provides suggestions on remedial action required
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: civil engineering, structural engineering, structural construction, or other related fields of study

Assistant geomatics survey technician

• Participates and supports senior technical specialists in the delivery of highway engineering services to meet project requirements and ministry specifications
• Operates precision GPS and survey instruments, related software and survey computations
• Assesses and implements new technologies to deliver 3D base mapping that meet ministry standards and/or completes work following established policies, procedures and engineering practice
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: civil engineering, geomatics, survey, or other related fields of study

Assistant electrical technician

• Supports a team of engineers and technologists that provides technical support to the Regional Transportation Management Centre located in Coquitlam
• Troubleshoots, services, repairs or upgrades the ministry’s fibre optic network, camera system, dynamic message signs, programmable logic controllers (PLCs) and lane control systems
• Maintains field, electronics lab and office equipment
• There's a requirement to climb structures, such as bridges and tunnels and to travel to various locations throughout the province
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: electrical engineering, electronics engineering, or other related fields of study

District positions

Assistant development technician

• Works directly with clients to approve land use proposals (zoning, municipal subdivisions, development permits, controlled access) submitted by developers and the general public
• Conducts site inspections and provides expert technical advice in evaluating the impact of proposed developments
• Reviews appeals, evaluates and makes recommendations on applications to close highways
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: survey, civil engineering, transportation engineering, urban land planning/development/economics, highway construction, geography, geology, or related fields of study

District operations technician

• Plans, organizes and implements the delivery of various road rehabilitation and improvement projects under the direction of the operations manager
• Administers road and bridge maintenance contracts for an assigned portion of a district to monitor adherence to the terms and conditions of the agreement
• Identifies and resolves local highway operations issues within the assigned area
• Delivers and monitors a variety of special projects and new initiatives, as assigned
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: civil engineering,geography, business administration, transportation engineering, highway construction, geology, structural engineering, survey, geomatics, materials engineering, or other related fields of study

Assistant area manager (roads or bridges)

• Administers the road or bridge maintenance program for an assigned portion of an area in a district under the direction of the operations manager
• Monitors and conducts audits of the program (road or bridge) to ensure the work carried out by contractors is in accordance with contractual agreements
• Acts as the district specialist to interact with the public, industry, inter-government, intra-government organizations, First Nations groups and other agencies related to the district bridge program; assesses problems, receives and investigates complaints and deals with controversial issues and topics
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: civil engineering, structural engineering, highway construction, survey, geomatics, geology, geography, business administration, materials engineering, transportation engineering, or related fields of study

Commercial transport inspector

• Performs public relations and information services to the general public, industry and enforcement agencies
• Independently interprets, resolves complex problems and applies decisions that significantly impact peoples’ lives and businesses
• Maintains safety awareness and takes precautions when delivering decisions that may result in violent or unpredictable behaviour
• Establishes and maintains effective working relationships with a variety of associations, jurisdictions, carriers, enforcement agencies and the public
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: criminal justice, criminology, mechanical engineering, or other related fields of study

Regional and headquarters positions

Project administrator – Drive BC

• Carries out the planning, implementation and delivery of assigned portions of project as a formal project team member
• Identifies project risks and develops risk mitigation strategies and/or risk controls
• Provides work direction to contracted resources, monitors delivery of services in relation to contract terms, resolves routine problems
• Leads and facilitates project planning sessions with senior managers and project participants to identify clear project goals and objectives, scope and deliverables and performance measures
• Recommends and identifies project planning activities and opportunities to improve the efficiency and effectiveness of the business services programs
• Diploma or degree in one of the following educational streams: business administration, public administration, communications, public relations, project management, geography, GIS, or related fields of study

Assistant Indigenous relations coordinator

• Coordinates consultations with First Nations, ensures standard processes are followed, timelines are met and results reported
• Participates in the planning and initiation of province wide Indian reserve land acquisition projects
• Manages and administers contracted resources (such as, researchers, surveyors, appraisers, business valuators, engineers, negotiators, etc.) engaged by the branch to assist in various negotiations
• Identifies and reviews emerging issues associated with First Nations consultations and prepares recommendations to senior staff for resolution
• Diploma or degree in one of the following educational streams: business administration, public administration, communications, public relations, project management, or related fields of study

Utility project analyst

• Provides advice and policy interpretation to regional and district staff regarding applications and requests from utility companies for provincial highway right of way access
• Develops policy and procedures for public utilities on provincial highways; leads or participates in reviews and research projects for the accommodation of utilities
• Administers various programs such as the utility revenue program and field audits for utility compliance with ministry policy and standards
• Participates in joint projects with stakeholders, inter-ministry partners and consultants by attending planning meetings, documenting project plans, gathering information and preparing summary reports
• Diploma or degree in one of the following educational streams: business administration, public administration, communications, public relations, project management, or related fields of study

Project management technician

• Develops project control systems, analyzes and prepares project documents and reports
• Evaluates projects and recommends approval or modifications to meet timelines and budget
• Provides input into the development of contracts and monitors progress
• Attends public meetings as the ministry’s representative
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: survey, civil engineering, structural engineering, highway construction, geomatics, geology, earth sciences, geotech, geoscience, materials engineering, mining engineering, transportation engineering, business administration, public administration, communications, public relations, project management, or related fields of study

Project administrator – concession agreements

• Provides project management support services, in managing contract deliverables and payment transactions specific to the concession agreement, in support of contract managers
• Sets up and maintains project monitoring and reporting tools, tracks and summarize project status and provides regular reports to team members and partners
• Tracks project activities and monitors project parameters and reports out on project scope, time, costs, risks, quality, communications, procurement, changes to human resources and integration with other projects
• Identifies changes in status, timelines, projections and resources that present risks and opportunities through the continual review of the project plan and reports
• Diploma or degree in one of the following educational streams: business administration, commerce, financial management, public administration, communications, public relations, project management, or related fields of study

Financial analyst

• Analyzes and develops forecasts, recommends options to maximize resource utilization of several program areas and ensure alignment with the service plan
• Develops, calendarizes and consolidates program budgets submissions into the budget (such as, operating capital budgets and may include revenue/recoveries budgets) in accordance with Ministry and Treasury Board requirements
• Develops financial management reports and spreadsheets to track and monitor budgets, commitments and expenditures, ensure accuracy and completeness of information and identify and resolve variances
• Monitors operations for adherence to financial policies and to assess the effectiveness of internal controls
• Diploma or degree in one of the following educational streams: business administration, commerce, financial management, accounting, or related fields of study

Properties analyst

• Plan and implement land/interest tenure research through BC Gazettes, MyLTSA, BCOnline, Gator and other property-related data bases
• Manage analyze and interpret context and content of large volumes of data and documentation and prepare summaries and reports
• Review and verify the accuracy of property documents and extracts (plans, titles, cadastre, gazettes, etc.) and determine relationships, differences and anomalies in information sources
• Coordinate and provide guidance to ensure compliance with accepted standards related to the administrative processes of property acquisition for a variety of ministry projects and initiatives
• A valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: survey, civil engineering, transportation engineering, urban land planning/development/economics, highway construction, geography, geology, or related fields of study

Regional emergency response coordinator

• Develops supports and implements emergency response plans, including business continuity plans, regional response plans and district response plans to address all hazards and disruptions to the ministry’s regional operations
• Leads and delivers emergency response planning orientation, training and presentations across the region
• Participates in emergency response activities within the region
• Analyzes the effectiveness and integration of the region’s various emergency response plans with each other and the provincial emergency response plan
• Valid BC Class 5 driver’s licence is required
• Diploma or degree in one of the following educational streams: business administration, public administration, communications, public relations, project management, or related fields of study
