As of April 1, 2024, B.C. is transitioning to a made-in-B.C. Output-Based Pricing System (B.C. OBPS). This will result in changes to the phasing out of the CleanBC Industrial Incentive Program (CIIP) and payments to industrial operators in 2023 and 2024.
To support operations as we transition to the B.C. OBPS, initial pre-payments of CIIP grants were made in Spring 2024 based on emissions performance for the 2023 reporting year.
Operations that applied for and received a CIIP grant in 2023 were eligible for a 75 percent pre-payment of their expected grant amount for 2024.
Operators should continue to report and have verified their 2023 emissions by May 31, 2024. CIIP applications and production verification must be submitted by June 28, 2024. Benchmarks, emissions attribution, and reporting rules for 2023 activities are the same as in 2022. If an operator is eligible to receive a pre-payment for their 2024 grant but did not receive one, please contact ghgregulator@gov.bc.ca.
Application of the carbon tax on fuel purchases continued to apply until March 31, 2024.
In 2025, partial CIIP incentive payments will be available to eligible operations for activities that occurred from January 1, 2024 to March 31, 2024, or prior to the point-of-sale carbon tax exemption date of April 1, 2024.
Payments will be based on reported fuel use for the period January 1, 2024 to March 31, 2024, and production emissions intensities reported for the 2023 reporting year.
Compliance emissions for April 1, 2024 to December 31, 2024, will be based on the emission intensity for the 2024 calendar year.
The compliance emissions for the full-year will be divided by the production amount of the full-year to determine an emission intensity. The full-year emission intensity will be multiplied by the partial-year production (April 1, 2024 to December 31, 2024) to provide the partial-year compliance emissions.
To assist with forecasting, the Province is providing a B.C. OBPS calculator for industrial operators.
The B.C. OBPS Annual Calculator (XLSX, 1.6 MB) generates estimated net emissions based on user inputs. This calculator is intended for information purposes only and may be subject to change in the future. Results from the calculator are not determinative of an operator’s legal obligations under the B.C. OBPS. The Province recommends seeking independent legal advice to confirm status and legal obligations under the B.C. OBPS.
