Capital Planning for Post-secondary Institutions

The Capital Asset Management (CAM) team regulates the assessment and oversight of capital projects to ensure that facilities meet educational and provincial government requirements for providing high-quality and accessible public post-secondary education in British Columbia.

CAM maintains accountability for government policies and provincial standards as they relate to the evaluation, planning, and implementation of new capital projects, as well as the maintenance, rehabilitation and upgrades to existing facilities for the province's public post-secondary institutions.

Additionally, the CAM team:

  • Formulates and oversees the implementation of short, mid and long-term capital and maintenance plans
  • Ensures that plans are based on local needs, demographics, educational program plans and other trends and government priorities
  • Provides advice and technical support to public post-secondary institutions in the area of capital, facilities planning, project development and implementation

CAM ensures that post-secondary institutional capital planning complies with the provincial government's Capital Asset Management Framework, as well as the Ministry's capital policies and procedures including requirements related to educational capital planning and relevant Acts and Regulations.

Major Program Activities

  • Capital planning policies and procedures development
  • Assist public post-secondary institutions in developing their Five-Year Capital Plans
  • Review and evaluate post-secondary institutions' capital project requests for:
    • Ministerial support;
    • presentation to the Ministry of Finance;
    • inclusion into Ministry's Consolidated Capital Plan
  • Capital Budget, funding and cashflow management
  • Capital asset inventory management
  • Administer acquisitions, dispositions of post-secondary institutions' capital buildings or lands
  • Administer the British Columbia Knowledge Development Fund, in collaboration with the Ministry of Technology, Innovation and Citizens' Services
  • Capital information and data management
