Capital Planning for Post-secondary Institutions

The Capital Asset Reference Guide modules have been developed to support public post-secondary institutions by describing the Province’s minimum standards, policies and processes for managing capital assets.

The modules support institutions when developing submissions for capital infrastructure funding. The modules contain information regarding risk management, approval and reporting requirements, acquisitions and dispositions, and property trust business cases.

Funding may support various capital infrastructure projects through:

  • New Priority Investments (including whole asset renewal and replacement)
  • Student Housing
  • Routine Capital (including linear infrastructure)
  • Carbon Neutral Capital Program
  • IM/IT Capital Program

There are 4 modules that can provide Institutions with guidance when developing their 5-Year Capital Plans and Business Plan submissions.

Module 1 – Planning and Project Scoping 
Topics include governance, accessing funding, concept/business plan development, funding sources, as well as legislative and policy requirements.

Module 2 – Programs 
Learn more on funding programs, their criteria, and the process for applying.

Module 3 – Project Considerations 
Explore capital project requirements, project phases, project delivery models, risk management, projects approval, and reporting requirements.

Module 4 – Property 
Contains information regarding acquisitions and dispositions of property, First Nations Consultation requirements, and property trusts.
