Program assessment teams

The BC Teachers’ Council (BCTC) may appoint a program assessment team (PAT) to support Process A and Process D of the Teacher Education Program Approval and Review Framework.

Composition of a PAT 

A program assessment team (PAT) is made up of 4 members:  

  • 2 people who are current BCTC members
  • One person who is an external expert with experience in teacher education
  • One person who is a practising teacher (K-12 educator)

Eligibility to be a PAT participant

To appoint the external expert and the practising teacher for a PAT, the BCTC chooses from a list of pre-approved participants. 

To form the list of pre-approved participants who are eligible to join a PAT, the BCTC receives names from education partners in B.C.:

  • The Association of British Columbia Deans of Education (ABCDE) submits a list of 8 external experts with experience in teacher education
  • The Federation of Independent School Associations (FISA) can nominate 5 practising teachers
  • The First Nations Education Steering Committee (FNESC) can nominate 5 practising teachers 
  • Each B.C. school district and local union can jointly nominate one practising teacher from their area

To be eligible to serve as a practising teacher, a person must meet the following criteria:

  • Hold a valid B.C. certificate of qualification
  • Have extensive knowledge and recent experience with the summative practica of teacher candidates. This knowledge and experience can be as a classroom sponsor/mentor teacher or as a supervisor for a teacher education program
  • Have experience with working on a committee
  • Must not be a current employee of the Ministry of Education and Child Care or the Ministry of Post-Secondary Education and Future Skills
  • Must not be elected to or be declared a candidate for public office in the provincial government or for a board of education
  • Agree to screening for due diligence
  • Be willing and available to take training related to the assessment process

After the BCTC receives the lists of K-12 practising teachers, it confirms whether each person meets the criteria.

Selection of pre-approved PAT participants

Once the BCTC has its confirmed list of K-12 practising teachers, it chooses 12 individuals to join the pre-approved participant list. The BCTC ensures that the list is made up of representatives from each partner group that suggested names:

  • 2 from FISA
  • 2 from FNESC
  • 8 from the district/union list

In selecting the 12 individuals for its final pre-approved list, the BCTC tries to create a diverse list of participants. This list includes participants with teaching experience in different subject areas, varying grade levels, and separate geographic regions. 

The term for the individuals that the BCTC selects for the final pre-approved list is up to three years.
