Superintendent duties and responsibilities

The International Credentials Recognition Act (ICRA) established the Superintendent of International Credential Recognition. The superintendent:

  • Oversees international credential recognition by regulatory authorities
  • Ensures regulatory authorities comply with the ICRA
  • Promotes fair, efficient and transparent credential assessment processes
  • Addresses systemic or general matters that create barriers to credential recognition

To fulfil these duties, the superintendent may:

  • Conduct research and establish policies on best practices for regulatory authorities
  • Publish information and documents
  • Give information and advice to regulatory authorities

The superintendent may set guidelines or make rules for assessing the credentials of internationally trained people.

Regulators must comply with the International Credentials Recognition Act (ICRA). They must also follow any guidelines set by the superintendent.

Creating rules for practice and procedure


The superintendent may make rules for the superintendent's practice and procedure for matters under the ICRA.

These rules must also be accessible to the public.


Publication and reporting requirements

Publication of information by the superintendent


The superintendent may publish the following on their website:

  • Information from annual reports submitted by regulatory authorities
  • Audits and inspections results
  • Any prescribed information

Personal information will not be disclosed if it constitutes an unreasonable invasion of personal privacy, according to the Freedom of Information and Protection of Privacy Act.


Annual report to Minister


The superintendent must submit an annual report to the Minister of Post-Secondary Education and Future Skills. This report gives details about their activities under the Act from the previous calendar year.
