The Office for International Credential Recognition (OICR) supports internationally trained professionals by ensuring their credentials are recognized in B.C. in a fair, efficient and transparent manner.

Purpose of the Office for International Credential Recognition

The Office for International Credential Recognition (OICR) provides leadership on issues related to credential recognition in B.C. Our goal is to:

  • Work with regulatory authorities to improve their processes for recognizing the credentials of internationally trained professionals
  • Oversee regulatory authorities as they work to make their processes more fair, efficient and transparent

The Office is led by the Superintendent of International Credential Recognition and governed by the International Credentials Recognition Act (ICRA).

Holding regulatory authorities accountable

The Office for International Credential Recognition (OICR) holds regulatory authorities accountable. We:

  • Explain how regulatory authorities should meet the requirements of the International Credentials Recognition Act
  • Publish policies and guidance on best practices
  • Provide financial support to regulatory authorities to improve credential recognition processes
  • Ensure compliance with the International Credentials Recognition Act

Responsibilities of the OICR

Policy

The OICR is responsible for administering and establishing policy under the International Credentials Recognition Act (ICRA). This includes:

  • Providing support and advice to regulatory authorities on international credential assessments
  • Conducting research and developing policies for best practices
    • This may include guidance, guidelines or directives

Compliance and enforcement

The OICR is responsible for compliance and enforcement of the ICRA. This includes:

  • Conducting audits and performance reviews of regulatory authorities related to international credential recognition
  • Issuing mandatory guidelines for regulatory authorities
  • Issuing directives to the regulatory authorities to follow best practices or audit recommendations
  • Administering fines and penalties when necessary

Reporting

The OICR reports annually to the minister on its activities under the International Credentials Recognition Act.
