Rationale:

Cultus Lake Sockeye Salmon were last assessed as endangered by the Committee on the Status of Endangered Wildlife in Canada in 2017. The proposed regulation change is to protect sockeye that have yet to out-migrate. This includes smolts that may be misidentified as kokanee.
