2022 Award for Grading

The nominees for the 2022 Award of Excellence for Grading are:

Milestone Equipment Contracting Inc.

• Project: Highway 17 and Mount Newton Cross Road Transit Queue Jumper Lanes
• Location: Highway 17 at Mount Newton Cross Road
• Contract Amount: $2.6 million

The project consisted of new bus stops and installation of transit queue jumper lanes, enhancement of existing pathways and addition of new sidewalks to support active transportation, and improved safety and traffic operations (upgrade to traffic islands, signals, signage, and pavement markings).

This project contributed to improved safety for all users of the road, including vehicles, cyclists and pedestrians while supporting enhancements to transit services along the Highway 17 corridor, benefiting area residents, businesses and the community.

Milestone Equipment Contracting Inc. were also able to keep the Lochside Trail open for the full duration of construction allowing active transportation to continue on the heavily used trail network.

Emil Anderson Construction (EAC) Inc.

• Project:  Trans-Canada Highway 1 - Illecillewaet Four Laning
• Location: Approximately 42 km east of Revelstoke
• Contract Amount: $52.1 million

The scope of work for this project included two kilometres of four-laning on Highway 1, 7 kilometres east of Albert Canyon Hot Springs, and an expanded brake check for westbound commercial vehicles. Construction occurred in rugged, mountainous terrain, with a constrained work right-of-way with upslope mountains, downslope rail and river, and consistent high volume summer traffic on Highway 1.

Traffic flow through the site was maintained well, with very minimal detours. EAC used Automatic Flagger Assistance Devices which made stop locations very clear to the traveling public.

EAC took the lead in identifying and completing an amphibian salvage, setting up fencing and capturing all amphibians, relocating them to another location. EAC discussed environmental mitigation, concerns, and plans with stakeholders, and included the ministry, their environmental monitoring subcontractor and First Nations representatives in mitigation strategies.

EAC also worked with British Columbia Infrastructure Benefits Incorporated as the first Trans-Canada Highway project under the Community Benefits Agreement and completed the work within short construction windows.
