Overview

A travel supplement may be provided to an income or disability assistance recipient with developmental disabilities to assist with the cost of attending a self-help skill program or supported work-placement program approved by Community Living British Columbia (CLBC).

Policy

Eligibility

Effective: March 4, 2013

A travel supplement up to a maximum amount shown in Rate Table: General Supplements – Travel Supplement for each calendar month may be provided to assist an individual with a developmental disability receiving income assistance or disability assistance to attend a self-help skill program or supported work-placement program.

Eligibility for the travel supplement is determined by Community Living British Columbia (CLBC) and payments are provided by the ministry.  It is intended to assist only recipients who meet both of the following conditions:

  • qualify as a person with a developmental disability under CLBC’s eligibility criteria and receive services from CLBC
  • are attending a self-help skill program or supported work-placement program approved by CLBC

Appeals

Effective: June 23, 2006

The ministry provides payments for the travel supplement on CLBC’s behalf, therefore clients requesting to appeal a travel supplement should be directed to contact CLBC.  Under the Employment and Assistance Regulation and the Employment and Assistance for Persons with Disabilities Regulation, this maximum amount is not open to appeal.

Procedures

Assessing Eligibility for the Travel Supplement

Effective: February 3, 2011

To assess a recipient’s eligibility for the travel supplement, contact the recipient’s Community Living British Columbia (CLBC) Quality Service Analyst to verify that the individual is attending a CLBC-approved self-help skill program or supported work-placement program.

Review

Effective: December 1, 2003

The recipient’s continued eligibility for the travel supplement should be reviewed at least once a year.  This could be done as part of the recipient’s regular eligibility review [see Related Links – Eligibility Review].

Who Receives the Payment

Effective: December 1, 2003

The travel supplement may be paid to either one of the following:

  • the recipient
  • the agency providing the transportation (in most cases this will probably be either the agency delivering the self-help skill program or supported work-placement program, or the service provider operating the residence where the recipient is living)
