Under the Employment and Assistance Regulation and Employment and Assistance for Persons with Disabilities Regulation, eligible persons in alcohol or drug residential treatment programs funded by the Ministry of Health may be provided with assistance including a standard user fee and a comforts allowance.
Eligibility
Effective: March 1, 2023
Recipients of income assistance, disability assistance and hardship assistance, and who are residents of alcohol and drug residential treatment facilities licensed or registered by the Ministry of Health (MoH) may be eligible for the standard user fee and a comforts allowance. In addition, clients in the alcohol or drug treatment centre may be eligible to receive the Housing Stability Supplement.

The following persons are not eligible for per diem assistance paid to service providers, but may receive assistance up to the appropriate level based on the size of the family unit:

Providing Payment for Alcohol and Drug Residential Treatment
Effective: December 9, 2019
The comforts allowance is issued using the system.
The daily user charge is issued using the Facility/Residence Invoice - Daily User Rate (HR0150A) [see Forms and Letters].
The monthly user charge is issued using the Facility/Residence Invoice - Monthly User Rate (HR0150B) [see Forms and Letters].
The client user charge is set up by having the alcohol and drug residential treatment facility complete the Admittance and Discharge form (HR3319) [see Forms and Letters].
Question Is there a limit to the number of months that a client may be eligible for per diem assistance?
Answer No. As long as a client meets the eligibility criteria for income assistance, disability assistance or hardship assistance and resides in a Ministry of Health-funded alcohol and drug residential treatment facility, per diem assistance may be provided.
