Reporting & monitoring of Child and Family Services

The Ministry of Children and Family Development actively monitors and reports on its efforts in providing child and family services in order to improve accountability and transparency.

The Ministry of Children and Family Development is responsible for the safety and well-being of children, youth and families throughout BC, including many of the province’s most vulnerable. In addition to its critical day-to-day work supporting children and youth, the ministry -- together with Indigenous Peoples and community partners – is focused on addressing longstanding systemic issues within the child welfare system to improve outcomes for children, youth and young adults and, wherever possible, keep families together. These actions include:

  • removing legislative and other barriers to Indigenous jurisdiction over child and family services,
  • extending resources and supports to youth and young adults transitioning from government care into adulthood,
  • piloting a new, expanded model of support for all children and youth with support needs, and
  • creating a flexible, expanded and more responsive network of care that meets the short and longer-term needs of individual children and youth, and their families, including those in crisis.

In addition to its government-mandated responsibilities, and the goals and actions set out in its annual service plan and strategic plan, the ministry monitors and reports out on its own performance, including the regular posting of open data sets and performance indicators. Oversight Reports

The Ministry of Children and Family Development’s work is overseen by five independent bodies:  the Office of the Representative for Children and Youth (RCY), the Office of the Auditor General (OAG), B.C.’s Ombudsperson, the Public Guardian and Trustee (PGT) and the Coroner’s Service.  Each body has the authority to investigate, audit, report out or make recommendations on the ministry’s work according to their governing legislation, including the need for large scale systemic changes. 

The ministry shares with these oversight bodies a strong commitment to strengthen and improve the province’s systems of care to better support children, youth and families. Recommendations are reviewed, and actioned, with progress updates regularly provided. The ministry is committed to ensuring these updates are publicly available, and accessible to all.

These services strive to maximize the potential of children and youth and achieve meaningful outcomes for children, youth and families. MCFD’s approach to service delivery is focused on service excellence, operational excellence and continuous learning and growth.
